There is something messed up with your install and/or an old zombie install which has nothing to do with numpy as such. Try using standard Python virtual environment and pip for installation. My guess is that it's related to some sort of package updates or perhaps even something that changed in my codebase. If it's a .pyc file, just try deleting it.
