No mouseovers should occur untill the page is entirely loaded. I spent a couple hours trying to figure out what went wrong with my blog in IE (since I use Firefox and hadn't noticed for weeks). I've looked through "add-ons currently loaded in explorer" I noticed there are some other options. I think this maybe a windows add on.
